Bank of America launches $250 billion US infrastructure plan

CHARLOTTE, NORTH CAROLINA / RankWire.AI / – Bank of America has launched a $250 billion initiative to finance and support critical infrastructure across the United States. The 18-month program covers eligible activity from January 1, 2026, through July 4, 2027. The bank announced the Critical Infrastructure Finance Initiative on August 12. It will focus on digital systems, energy and power, and core infrastructure. The program also marks the 250th anniversary of the United States.

The $250 billion target covers several types of financial activity rather than only direct loans or investments. Bank of America will count eligible primary-market lending, investments, capital markets transactions and advisory activity toward the total. The initiative also includes banking and supply-chain solutions for qualifying projects. Financing can support projects at both corporate and asset levels. The bank plans to work across public and private markets as companies seek capital for large infrastructure developments.

Digital infrastructure represents one of the initiative’s three main categories. Eligible projects include data centers, computing hardware, chips, equipment, telecommunications networks and semiconductor infrastructure. Energy projects can include conventional and renewable power generation, energy storage and distribution systems. Core infrastructure covers transportation, electric and energy transmission, grid optimization, water systems, critical minerals and mining. The bank said these categories reflect demand for computing capacity, energy, manufacturing, transportation and diversified supply chains across the country.

Financing spans digital, energy and core infrastructure

Bank of America said the program will mobilize capital through its global markets platform, advisory operations and balance sheet. Its Global Capital Solutions and Global Infrastructure & Sustainable Finance teams will lead the effort. All eight of the bank’s business lines will support the program. Jim DeMare, co-president of Bank of America, linked the initiative to infrastructure that supports the economy, energy security and technological development. The bank expects eligible transactions to contribute toward the $250 billion target during the measurement period.

The initiative also places employment and community development within its stated objectives. Bank of America said infrastructure financing can support jobs in construction, manufacturing, technology and long-term operations. Projects such as data centers, power facilities, transportation systems and grid upgrades require workers during construction and ongoing operations. The bank also supports workforce training through employers, nonprofit groups and community colleges. In 2025, it provided nearly $40 million to more than 730 workforce development partners across U.S. markets.

Program runs through July 4, 2027

Those workforce partners estimated that their programs helped connect more than 90,000 people with employment opportunities in 2025. They also reported providing more than 290,000 people with access to training, education and career-readiness programs. Bank of America presented those figures separately from the infrastructure financing target. Karen Fang, the bank’s global head of infrastructure and sustainable finance, said large infrastructure projects require financing across interconnected sectors. She also serves as co-head of Global Capital Solutions.

Bank of America will measure progress using eligible activity completed during the defined 18-month period. The calculation follows the methodology used for its existing $1.5 trillion, 10-year sustainable finance goal. The new initiative specifically targets infrastructure development and modernization in the United States. Its July 4, 2027 end date extends the program one year beyond the country’s 250th anniversary. The bank said the financing effort aims to support infrastructure, economic growth, job creation and community development nationwide.
